Monitoring is based on per item basis according to the features that you prefer having and operating in your system. The concept is that you only pay for a feature, if you need it, which though it may be a fare system, it can also be tedious and even, complex at times.
That's why I'm making a few changes. In short, if you add some small feature here, or there, I'm not going to add bill you. Instead, I'm going to wait until you merge into a level where it is absolutely necessary. Plus, I'm simply not going to carry some lower level items because I don't feel that they meet my minimum security requirements.
